[Starlingx-discuss] patches for SRPM upgrade to CentOS 7.5

One other concern.

I'm surprised that there aren't more patches being refactored in the 
inspections seen so far.  When I've done this job in the past, it was my 
policy that our patches apply cleanly with no 'fuzz'.
