Hi Zhipeng,
Since netpbm is not included in ISO, and no other package depends on it, I think we could just remove it.
Replace with RPM is not needed.

We have a ticket as below

netpbm: Test what happens when we remove the ghostscript patch
For package build, it can work after remove the patch.
Furthermore, I saw that this package is not packaged to iso.
After remove this package and use below 2 RPM instead of SRPM, iso can be built out and deployment test pass.
netpbm-10.79.00-7.el7.x86_64.rpm
netpbm-progs-10.79.00-7.el7.x86_64.rpm.

Any concern? If it is OK, I will raise a patch to finish it.
