Hi Jim and Penny:
    the issue we observed is related host environment because we are using virtual (libvirt+qemu) env.  once we changed mgmt ip subnet to 192.178.204.0/24,  this issue is gone. 

    Pxeboot and some broadcast packets were forwarded to other machine,  not controller-0.

This may be a different problem, but I recently had second node launches hard hang at the pxeboot.  This is using qemu on a Ubuntu 16.04.6 system, not virtualbox.  And using an old iso that *used to work* fine.

It looked like the broadcast packets weren't being forwarded to controller-0's tap interface by the bridge.  There was a recent change to the Ubuntu kernel's bridging function to now drop packets instead of forwarding them (with truncation I presume) if the mtu of the connected receiver device (tap in our case) is smaller than the packet size.

Given that those packets are driven out of the bios, I simply dropped the "-bios /usr/share/seabios/bios-256k.bin" option that I was using on qemu, and it started working again.
