<p>I'm having a far bit of trouble getting the build layering
feature to lane due to churn in the lst files within the
stx-tools. Every time there is a change to the current monolithis
lst files, I get merge conflicts, and have a fair bit of work to
determine which layer or layers the changes belong in. Then I
must re-validate all layer builds in several working models. It
take a minimum of 2 days to complete that work. Any new lst change
in that period breaks the final build process and invalidates the
2 days of work.<br>

<p>I'd like to propose a temporary change to the review process for
stx-tools so that lst file changes do not disrupt layered build
testing.<br>
</p>
<p>If an <b>stx-tool</b> change applies to the <b>master</b>
branch, and includes a <b>changes to an lst</b> file, please
review it but <b>DO NOT give it a workflow +1</b>. I will give
it the workflow +1 in the window between the test cycles of
layered build. <br>
</p>
<p>This will likely mean two merge windows per week. <br>
</p>
<p>We should be able to resume normal reviews within two weeks.</p>
<p>If there are no objects, please lets start now.<br>
