StarlingX Release 2018.10.0

I am pleased to announce the final tagging of the StarlingX 2018.10.0 release. The source is available from https://git.starlingx.io/cgit. This release is simply a tag in the Git repositories of '2018.10.0' on the r/2018.10 branch, there are no additional release artifacts such as tar archive files. Guidelines for building this release may be found in https://docs.starlingx.io/developer_guide/index.html. As this is the first public release of StarlingX there are no traditional release notes describing changes from the previous release. However there are highlights of recent development for each project in the Release Notes documentation at https://docs.starlingx.io/releasenotes/index.html. On behalf of the StarlingX Technical Steering Committee I would like to thank everyone who has contributed to the project and helped us reach this landmark. OpenStack Community Meeting - October 10 - Strategic Area Governance Update

Following the interest in the first OpenStack Foundation community meeting, where we discussed the OpenStack Rocky release as well as quick updates from Kata, Airship, StarlingX and Zuul, we want to keep the community meetings going. The second community meeting will be October 10 at 8:00 PT / 15:00 UTC, and the agenda is for Jonathan Bryce and Thierry Carrez to share the latest plans for strategic project governance at the Foundation. These updates will include the process for creating new Strategic Focus Areas, and the lifecycle of new Foundation supported projects. We will have an opportunity to share feedback as well as a question and answer session at the end of the presentation. This is part of our plan to introduce bi-weekly OpenStack Foundation community meetings that will cover topics like Foundation strategic area updates, project demonstrations, and other community efforts.
