The official process is defined here [0]. It says: "Core Reviewers for a sub-project are appointed by the sub-project Technical Lead with input from other StarlingX Core Reviewers." It's somewhat informal. I suspect the real review will come from the submission of a change in openstack gerrit that grants the new Core his awesome +2 power.
