AFIK, Openstack projects on starlingx-staging *will* be end of life someday, *AFTER* StarlingX moves to use upstream version (https://github.com/openstack) (starting from “Stein” release). The rough timeline would be 2019 May or so. For the diff b/w projects (such as neutron) and upstream projects, Starling (and related Openstack teams) are proposing patches to upstream progressively, and supposedly some of patches will be accepted eventually.
