Did you do an application-apply after you changed the processors to application-isolated? Can you send the output of the command below for you compute pods: kubectl exec -n openstack nova-compute-[woker|controller]-X-XXXXX-xxxx -- cat /etc/nova/nova.conf|grep dedicated_set Don't forget to change the id of the pod for your compute pods.
