As a contributor now I know that if I don't create these stories, a reviewer will complain about not having it even if the commit message is enough clear. I you open the stories you'll see that doesn't add any value more than the provided commit message. I create those above, but I've seen others with the same format.
The Goodhart's law[0] states that "When a measure becomes a target, it ceases to be a good measure.". If our goal is to have stories and bugs in all contributions we'll end having meaningless stories/bugs.
