Without looking through the install logs and system, its hard to debug the problem. The fact that nginx doesn’t even exist in your installed system says that its not in a good state. My recommendation would be to re-install. The first step would be to try manually applying the applications using the 'system application-apply' command. If the apply fails, there might be a reason in the log files (a new log file will be created in the /var/log/armada folder, depending on which application you are applying (nginx or cert-manager). Alternatively, a look at the /var/log/sysinv.log might also provide some clues if the apply fails.

how do we get http/https ingress for k8s apps now? do we just apply the cert-manager helm chart?
i dont see anything in the install guide? or is there another document i should be looking at now?
