For quick designer testing, you can modify nova.conf by altering /opt/platform/armada/19.01/stx-openstack-manifest.yaml on the active controller.
Find the openstack-nova schema section and then alter values in data.values.conf.nova:

Then restart the appropriate pods from platform cli via: system application-apply

StarlingX is a managed system; modifying conf/ini files manually is not supported. All system configuration changes should be done via: nova, openstack, neutron, system, cinder, etc....
