The departing PTL is encouraged to choose from options #1 or #2. In case the remaining term is short the usual practice is option #1 while when the remaining time is longer they hold an interim election for the project team that elects a new PTL for the remaining term.
When the case remains unresolved by the departing PTL the TC has the responsibility to act where they also choose between options #1 and #2 with taking similar considerations as mentioned above.
I think it would be beneficial to consider adopting a similar process for the StarlingX community as well. In the specific cases we have currently I would suggest holding elections for the affected teams as more than half of the terms are still left till the next PL/TL elections.
I think this is a reasonable approach and like the idea of StarlingX following that precedent from OpenStack.
