Yes, I was able to do this as root user, I thought everything could be done as the sysadmin user with no sudo or root requirements.

What endpoints do you have for Compute in your service catalog? Check with:
openstack catalog show compute
I am not sure why it is trying to use an internal endpoint there, that may not be accessible depending on where you run that command.
