Scott, Frank: Thanks for triaging this further. I does appear that this was only tested with the Monolithic build, which I think is why we are seeing some of these issues. I guess we did not ask all the right testing questions and the cut-over to Layered build happened in the middle of the kernel development.
Then we ask the team priming the 4.18 kernel to start with a clean workspace and mirror that matches exactly what is in the CENGN mirror as per Scott's instructions below. Work through the build and identify all dependent packages needed for the build to complete. These dependencies then need to be added first to the CENGN mirror before the kernel commits can then be merged back onto master.
Agreed here and with Scott's directions below, the team needs to test with a layered build, from an empty mirror and clean build. Not sure if PRC folks are in the office again until Wednesday, so we might need to do a revert here. Let's set if Austin or those guys respond this evening. Sau!

So far this only addresses the build srmp phase of the distro layer build.
The builds remain broken on missing BuildRequires packages or their dependencies. e.g. the std kernel build is now asking for package 'perl-generators'. It's not listed in the distro layer lst files, although it is in the flock layer lst file, so a monolithic build might pass, but a layered build will not.
I'm tired of trying to fix this thing on the master branch. I think we need to revert all the 4.18 kernel related commits (including the two above). i.e. go back to the old kernel and get some successful builds working again.
The 4.18 kernel feature needs to be debugged in a developer environment. Particular attention needs to be put into the lst files, and to getting those entries in the correct layer.
I would suggest starting two totally new container build environments. The first for a distro layer build. Once that is working, use the second for a flock layer build (producing an iso).
