I think I found the cause is that I should set both controllers’s eno1/eno2 as the same datanetwork type, class and vlan.
Please correct me if I am wrong.

I follow the instruction to setup the StarlingX 4.0 on 2 bare metal machine with Simple AIO DX.
I create one network and two cirros VM. One VM (vm0) host in controller-0, the other VM (vm1) host in controller-1.
Everything looks fine on OpenStack Web UI. Each VM assigned a IP address. But only vm0 get the IP address. The vm1 do not have a IP address. Can someone help me on it?
