The issue is that a unit test has a test certificate that has expired. Another review up at the moment is addressing this https://review.opendev.org/c/starlingx/config/+/768242

That review is not merged, does not 'only' update the certificate, and has a depends-on which has not been reviewed. It makes sense to fix the certificate in its own review. I'll upload a new review containing just those 2 files.
