In download_mirror.sh step 1 ...

When http://epel.blizoo.mk/cannot be accessed due to firewall 
restrictions, StarlingX_3rd.repo is deleted from /etc/yum.repos.d/.

This means that all other repos named in that file are dropped as well.

I proposed we do this...
1) create directory stx-tools/centos-mirror-tools/yum.repos.d
2) move StarlingX_3rd.repo and StarlingX.repo into 
stx-tools/centos-mirror-tools/yum.repos.d/
3) break up StarlingX_3rd.repo ... one file per sight
4) break up StarlingX.repo ... one file per centos release
5) modify Dockerfile
-  COPY StarlingX.repo /etc/yum.repos.d
-  COPY StarlingX_3rd.repo /etc/yum.repos.d
+  COPY yum.repos.d/* /etc/yum.repos.d/
