Pip released 19.0.1  about an hour ago with this fix
https://github.com/pypa/pip/commit/7db266687cb6304b0708eb408c8f15efb78eedeb

So the loci builds should work again, and no need to alter the -no-cache-dir settings

     According to https://stackoverflow.com/questions/54315938/why-does-pipenv-fail-to-install-a-package-inside-a-docker-container

    " --no-cache-dir" will cause pip 19 such issue.

     made change https://review.openstack.org/#/c/632632/ to remove '--no-cache-dir' , tox and zuul passed.

About 3 hours ago a new version of Pip was released to the pypi site.
https://pypi.org/project/pip/19.0/

Tox jobs which pick up that version of pip will likely fail to install their dependencies.
Docker image jobs that are using loci (which uses pip) have also been observed to fail.

I don't know what the fix is,  I assume many python users in many projects will be impacted.

If you see an error with a signature like this, you've hit the problem
