Victor,
I saw a similar issue when I was using a symbol link refer to one of "StarlingX" source trees.
There rt kernel and modules were not actually rebuilt at all.

According to your log, it seems you are still using "build-srpm-serial", which was supposedly working but we haven't verified it for a while.
The strange thing is that "build-pkgs" should by default point to build-pkgs-parallel.

You might start with the hints.

    And because of this error then I get:

    Any clue how to address this issue
    
    All the other steps were addressed, with the minor bug that i had to
    download few tar balls from CENGN manually
