[Starlingx-discuss] create network issue

Dear StarlingX team

When I create openstack as below.

controller-0:~$ openstack network create --project ${ADMINID}
--provider-network-type=flat --provider-physical-network=phy-flat netflat
Error while executing command: BadRequestException: 400, Invalid input for
operation: Flat provider networks are disabled.

I get  "Flat provider networks are disabled" message, so I check  neutron
server pod log message.
I cant understand " it is either malformed or otherwise incorrect " message.
