Thanks for the update. I've added the stx-discuss mailing list to give visibility to the community on the progress.
In the StarlingX release meeting on Feb 13, Brent and Saul suggested that the distro-openstack team looks at containerizing the openstack clients in order to eliminate the direct dependency on CentOS 8.

Hi Ghada,
For OpenStack containerized services upgrade, folks @99Cloud have signed up on this task. By far, they are doing some experiments and tests to practice the HOW-TO, and have made some progress. Right now "U" in under development in OpenStack master, and we should be able to start with master branch. So, I am going to settle down the execution plan in following 1~2 weeks with Kunpeng. So, please stay tuned and we will lay out the plan with a bit more details in next community meeting @WW09.
About OpenStack clients and 3 services on host, the situation is different from those containerized services.
1. By far, CentOS 8 repo has not released the base packages (RPMs and
SRPMs) yet.
2. It said CentOS 8 will only take "U" (but not support legacy versions, like Stein or Train). As well looking at the release plan of "U" itself (May 11 - May 15) at [0], very likely CentOS 8 base packages for "U" won't be available until June or even later.
3. if CentOS 8 packages for OpenStack "U" clients and 3 services cannot meet stx 4.0 release, we have to keep the current packages (Stein
versions) from CentOS 7 repo for stx.4.0, and then if necessary switch to "U" (directly jumping from Stein to Ussuri, skipping Train) in 4.0 maintenance release time window. Team has done the analysis about how-to, and roughly 2 weeks should be enough to work out patches for review, after CentOS 8 repo release the packages.
