Scott, Frank: Thanks for triaging this further. I does appear that this 
was only tested with the Monolithic build, which I think is why we are 
seeing some of these issues.

I guess we did not ask all the right testing questions and the cut-over 
to Layered build happened in the middle of the kernel development.
