Hi,
I have not tried Rufus on Windows. I tried other USB burn tool in Windows before, and the disk fail to boot up.
So I would suggest use dd mode in Linux.
If you find there is error in the document, feel free to point it out, and we have doc team to correct the page.

I am facing the same issue w/ R2.0. The document link below recommends to "write in ISO mode". Should rather be "write in DD Image mode"
