[Starlingx-discuss] Important: stx-tools and build layering

I'm having a far bit of trouble getting the build layering feature to 
lane due to churn in the lst files within the stx-tools.  Every time 
there is a change to the current monolithis lst files, I get merge 
conflicts, and have a fair bit of work to determine which layer or 
layers the changes belong in.  Then I must re-validate all layer builds 
in several working models.  It take a minimum of 2 days to complete that 
work. Any new lst change in that period breaks the final build process 
and invalidates the 2 days of work.

I'd like to propose a temporary change to the review process for 
stx-tools so that lst file changes do not disrupt layered build testing.

If an *stx-tool* change applies to the *master* branch, and includes a 
*changes to an lst* file, please review it but *DO NOT give it a 
workflow +1*.  I will give it the workflow +1 in the window between the 
test cycles of layered build.

This will likely mean two merge windows per week.

We should be able to resume normal reviews within two weeks.

If there are no objects, please lets start now.
